The Central St. Croix Joint Cable Commission is the franchising authority
for cable television in the Central St. Croix Valley Area.
The Cable Commission is a joint powers entity which serves
the Cities of Stillwater, Oak Park Heights, Bayport,
and the Townships of Baytown and Stillwater.
The Cable Commission is not a branch of the Cable Company; but rather it is a branch of our local city governments. The Cable Commission is a customer service liason and franchising authority between the subscribers in our community and the Cable Company. The Cable Company provides installation, maintenance, billing and disconnection of services such as cable television and high speed modem services.
If a subscriber in our franchise area has a problem with their service and they are unable to get it taken care of in a satisfactory way with the Cable Company, then they can contact the Cable Commission, who will get involved on their behalf to get their issue resolved.
The Cable Company does its business by utilizing the Cities' right of ways and in exchange for this the Cable Company has rules by which they must operate (a franchise) and services they must provide to our communities; there are also fees which must be paid for the use of these right of ways. These are called franchise fees.
The Cities in our communities formed the Central St. Croix Valley Joint Cable Commission in 1982 to take care of Cable Company issues, such as negotiation of and compliance with the franchise, oversight of transfers of ownership of the Cable Company and oversight of the cable television services as it applies to the subscribers and City Halls in our communities. The franchise fees are passed through to the Cable Commission to fund operating expenses for the Cable Commission and the Local Community Television station, Valley Access Channels.
